The Chancellor, Alistair Darling, has earmarked £15 billion of 'new' savings across the Public Sector, of which £9 billion start from 2011. However, the Local Government Association said that councils and other public bodies, had already slashed costs and were operating on limited budgets during the recession. Sir Michael Bichard, Director of the independent Institute for Government, has highlighted in HM Treasury 2009 Operational Efficiency Programme of the opportunities that exist beyond traditional understandings of operational efficiency.
